David Albert is an external affairs executive with more than 25 years of government relations and political trend analysis experience with areas of expertise in health and human services,  international trade, aerospace and defense, real estate and construction, communications and political campaigns and elections. During his career he has driven enterprise growth by bringing a sustained focus to the intersection of business development and government affairs.

David has represented clients across the Congress and many states on a range of issues including information technology, tax policy, health care policy, government outsourcing, executive action, and procurement matters. He has also engaged numerous NGO and other associations on behalf of clients, including Republican Governors Association (RGA), Democratic Governors Association (DGA), National Governors Association (NGA), state Attorney’s General, Council of State Governments (CSG), and the National Conference of State Legislatures (NCSL).

Previously, he was Vice President, External Affairs, for Sequa Corporation, a global, diversified manufacturer operating in three industries: aerospace, metal coating and automotive.  A Carlyle Group company, Sequa has a strong technological component and holds positions of leadership in key markets served. Reporting to the CEO, he was responsible for developing and managing external affairs strategies to support the growth of the operating business units within Sequa. He managed all externally facing interactions with Federal, State and Local officials in over 20 states and 17 countries, government relations consultants, PAC management, along with Industry and NGO associations including Aerospace Industry Association, Federal Aviation Administration, EASA, National Governor’s Association, State Attorneys General and others. Coordinating closely with the Corporate Marketing and Communications teams, he worked to ensure that Sequa businesses’ technical capabilities are understood by policy makers at all levels of government in a bi-partisan manner. Additionally, he coordinated all economic development activities in support of Sequa expansion.

Prior to joining Sequa, David worked on Federal and State issues in support of International Trade matters with prominent DC law firm King & Spalding. Reporting to the Lead Partner in the International Trade group, he successfully engaged with key congressional leaders and committee members in support of cases pending before the International Trade Commission and Department of Commerce. He also consulted with Hale and Dorr (now Wilmer Hale), a prominent DC based law firm, on a number of matters including supporting a winning patent infringement case that would have eliminated 7,000 U.S. jobs.

David also has significant political experience where he has developed an extensive network and strengths in relationship management, project management, and advance planning and implementation through a variety of political and campaign experiences including: extensive presidential campaign convention and advance work spanning more than 20 years, serving as co-chair for the gubernatorial finance committee in Maryland in 2002, serving as co-chair for the presidential campaign finance Committee in Maryland in  2000, and serving as campaign manager for the Maryland Governor’s race in 1997 and 1998.

David holds a Bachelor of Science degree in business management from Oral Roberts University.
